So you've told sendmail that dkim-filter will be listening on 
"inet:[EMAIL PROTECTED]", a TCP socket, but (via the "-p" command line 
switch) told dkim-filter to listen on 
"local:/var/run/dkim-milter/dkim-milter.sock", a UNIX domain socket in the 
filesystem.

The MTA then tries to connect to port 8891 on localhost, as instructed, 
but nothing is listening there.  This produces the error you're seeing.

You have to make the MTA and the filter agree on how they will 
communicate.
