So you've told sendmail that dkim-filter will be listening on "inet:[EMAIL PROTECTED]", a TCP socket, but (via the "-p" command line switch) told dkim-filter to listen on "local:/var/run/dkim-milter/dkim-milter.sock", a UNIX domain socket in the filesystem. The MTA then tries to connect to port 8891 on localhost, as instructed, but nothing is listening there. This produces the error you're seeing.
