You've got it right. I've been following the ietf-dkim list and attending the related conferences, so we're current on what's going on and what's to be expected. I simply haven't updated the software because a newer draft has yet to be posted. Indeed, when ADSP posts, I have this code plus three Internet Drafts to update. So given that's our posture, the currently correct practise is to post a policy at _asp._domainkey.(domain) according to the -03 draft.
