It doesn't make much sense to have a testing flag in a restrictive policy, where publishing a permissive policy or no policy at all accomplishes pretty much the same. Also, allowing a safety net in a form of a testing flag has an affect that many administrators fear to remove it, perpetuating its use indefinitely, while clients meanwhile adapt and start ignoring the testing flag, which is worse than not having it at all.
