The DKIM plugin tests for both DomainKeys and DKIM. It seems that the DKIM plugin returns a positive results for the DKIM_SIGNED test as the message contains a Domainkeys signature. Dkim-milter is working correctly, i.e. it generates a "dkim=none" as there is no DKIM signature.
