It's not really an OpenSSL error.  The d2i_PUBKEY_BIO() failure 
message is uninformative to most users as it doesn't offer any hints 
on how to solve the problem.

For what it's worth, I don't temp-fail on that error.  I let the 
message through.  I'm in favor of leaving the behavior as it is for 
the moment.  Can a message be logged about the selector so that we 
can gather more information about the error?
