Three tags in the specification (rf, ruf, rua) take lists of values separated
by commas. Are duplicate values permitted in these lists? How should duplicates
be interpreted?
I think that the answer for rf are fairly easy (duplicates should not be
permitted, but ignore duplicates if your parser sees them) but for ruf/rua,
there is a possibility that duplicate URIs really are what the domain owner
wants (and so should the receiver be sending duplicate reports)?
I'm sorry if this has been answered already, but I couldn't find anything
obvious in the archives.
