It's worth pointing out that we're moving towards a world where not
implementing SPF/DKIM/DMARC for outbound automatically puts you in a lower
class of service. Some large receivers are already there. "Undeliverable" is
demonstrably worse than "spam foldered" from a sender's perspective.
So yes, I agree, but his query isn't as obtuse as it might seem at first.
In other words:
- DKIM-signed spam is still spam, and is treated as such.
- Unsigned ham, however, can be treated more harshly than spam, and this is
more true all the time.

this could not be more true, and it is astonishing how difficult it is to get
senders to understand this.

i'm the sender. i'm hoping that dmarc can help me convince receivers not to
put emails coming from my mail server into their spam folder.
If that is your goal, don't bother. DMARC doesn't do that. Nor does
DKIM, SPF, or any other technical trick.
The reason providers put your mail in the spam folder is that you are
sending mail that their users have said is spam, or that looks a lot
like mail that they've said is spam. Fix that problem, first.
