Several weeks ago I had tried sending to Hotmail in order to get a sample of an aggregate report from them; and I'm still receiving empty reports from them every day. It's not a loop but just a bug in Hotmail, but anyway it's annoying.
I don't think that DMARC is really intended for domains so small that one or messages are a big deal. I just feed all the reports into my logging script and look at the aggregate info in the database.
