You will not find me disagreeing with you, although I might use different
words than 'configuration issue'. However, I'm pretty sure we're not the
only folks in similar situations (consider, from an older thread,
netscape.com / aol.com addresses). Something as "simple" as:

$ dig +short _dmarc.netscape.com TXT

"v=DMARC1\; p=reject\; pct=100\; ad=aol.com\; rua=mailto:[email protected]\;
ruf=mailto:[email protected]\;";
(where a] this is a mockup and b] 'ad' represents an Aligned Domain flag)
 would allow a MAIL FROM @aol.com with a From: @netscape.com to pass DMARC.
