The issue is important, certainly, but there are two reasons I think having base point to the draft bcp is the wrong approach:
1. The underlying issue here is essentially architectural rather than operations. DMARC is designed to work for some specialized end-to-end scenarios and known to fail for some others, When a spec defines something with those sorts of characteristics, I consider the explanation of its implications to be better placed in the specification. At the least, it facilitates understand the underlying architectural choices that were made.
2. BCPs usually come after the spec. A spec should not rely on a supporting BCP. It gets the document usage directionality all screwed up.
