Not necessarily. Discard is one of the standard interpretations of
"reject" in RFC 7489, per section 10.3. That is the case I'm
referring to.
Feedback can already be done with an EOD (End of DATA) 250 server mail
acceptance response:
250 [2.5.7] Mail was accepted but will be discarded due to policy
That could be written in the spec as:
The DMARC processor MAY issue a 250 reply code with an extended
textual response indicating an accept/discard action is going to
take place.
Keep in mind, that one of the key points of the [silent]
accept/discard action is to not provide any feedback, notifications,
bounces, backscattering mail noise, etc.
