I've convinced myself that the ARC support in dkimpy works well enough to merit a release. Thanks to Brandon Long and Gene Shuman for all the heavy lifting they did to accomplish this.
It can be downloaded either from pypi [1] or Launchpad [2]. Bug reports should go to the dkimpy bug tracker [3] and not here (mailing lists are horrible bug trackers).
