In the early days of SPF/Sender ID there was one major free webmail provider 
that had such an odd implementation that if your SPF record wasn't already in 
their DNS cache, the check would inevitably time out and fail.  Their solution 
was to provide a method for domain owners to manually submit "missing" records.

There's no end to the inventiveness of such entities.
