It can be automated by having logged-in users interact with a suitable server-side program. That approach can work for (small) mailbox providers which trust their users. That set seems to be close to the complement of the ones who can use ARC, doesn't it?

Yes, it would be an improvement of the current subscription reminders —a time distributed database.
