I haven't said anything about what we should do going forward. I'm trying to establish where we are. I never suggested it will always be done, so let's leave the straw men aside. To clarify: It's your suggestion that the established practice is not aligned to the current specification. Specifically you believe that the policy action in step 6 is used only rarely.
