That statement is wrong. I experienced random deliverability when I thoughtlessly enabled ADSP in August 2010[*]. I can testify that deliverability /is/ required in order to participate to mailing list discussions.
Re-reading those messages, we don't seem to have made much progress during the intervening decade.
