I may not have been clear enough -- I agree that sp= and np= let you say things about non-existent subdomains of a domain that does exist. But if a domain does not exist, and is not a subdomain of one that publishes a sp= or np= policy, DMARC has nothing to say about it. As I said, there may be other reasons to reject the mail, but they're not DMARC.
