I didn't use zone cut /instead of/ organizational domain. The paragraph I wrote was meant to introduce readers to the network topology onto which organizational domains are defined, so as to justify the algorithm. Perhaps I should've written:

    In general, it is not possible to determine the relationship
    between DNS zone cuts and change of management by querying
    various domains.  However, DMARC users define DMARC records
    at their Organizational Domain, so it is possible to discover
    them based on that.

The above would've been the intro for an algorithmic definition of Organizational Domain that is independent of alignment determination. It was just an idea. I like better free standing definitions, but I'm fine with mixing alignment and org domain determinations if the WG likes that better.
