Hey,
Section 5.5 misses a subsection about /creating/ reports. We want DMARC to
be a cooperative tool, don't we?
I'd insert such a subsection before "5.5.6 Decide Whether to Update DMARC
Policy", as a typical timeline may see the policy updates quite late, given
the mailing list problem. Report creation can be implemented earlier.
I still have no feedback about using SHOULD for aggregate an MAY for
failure reports. The content of an inserted 5.5.6 subsection depend on
that, so I submit no tentative text for now.
