I don't see a role for Domain Owners in creating reports. Domain Owners are
the ones publishing DMARC policy records and sending mail in the hopes that
their policy preferences will be honored by Mail Receivers, and it's Mail
Receivers who send reports.

Can you please describe the reports you'd expect Domain Owners to create?
