No. You can always do whatever you want if you have a private
agreement. There is no reason to put language about that in any
standard.

That seems fine.  In the particular case of gov.au I would not call that
a multi-organization PSD.  We were thinking of things like uk.com where
the subzones have no relation to the PSD other than paying them money.
