The IESG is processing this document today, and one question came up: Does the reference to RFC 7489 need to be normative? Do you need that document to implement this one?
It causes us to consider whether RFC 7489 needs to be approved as a normative downward reference, but it occurs to me that if we're also obsoleting RFC 7489, then there's no need for it to be normative. -MSK
