I am supporting Orie's discuss on section 2.5. I would also ask why do we call this section "transport"? First I was curious to have a section called transport :-), then I realized it describes some rules to generate report and delivering that report. Can we rename this section to something like "Gerenration and delivery" or something more meaningful in that context.
