Beyond that, it will hold in the RFC Editor queue until the missing reference to the failure reporting document resolves. That could happen because the failure reporting document somehow makes it to the RFC Editor queue (completing the document cluster), or the references are changed to Informative (dangling references to Informational documents are allowed), or they are removed (removing the dangling reference altogether).
