None of the above. Instead do this.

4. Do not publish the draft-adams-arc-experiment-conclusion at all,
   leave ARC as experemental draft, or even change it to be standard
   track document. Close the dmarc WG. If DKIM2 ever comes out and
   gets past experemental status, then revisit the ARC vs DKIM2 at
   that point.
