I also believe this is not under the purview of IETF and inevitably we intervene with their control plane procedures to create this kind of framework. I still believe we ought to develop value addition functionalities in the transport network layer, applicable to these deployments which brings a better E2E service. At the end of the day neither a packet traversing the network doesn't know which SDO owns this nor the end user consuming the service.
