I am assuming you don't already have any software, or hardware, so I recommend; ReCycle, Reason, and Soundforge...Then.......
 
1. Grab a handful of loops
2. Run them through a noise gate in Sounforge, and play about with the EQ and some effects (light phase+distortion is nice for hard jungle style breaks)
3. Load them into ReCycle, and use this to chop up the loop into its individual parts
4. Load the loops into Dr Rex in Reason...Use , for example, the bass drum from one, the snare from another...Quite often you can make hi-hats from any sound run thru a hi-pass filter with a couple of effects, play about with it...
