Listen.
Get started with a simple computer sequencer or similar software (Fruity,
Orion, Reason...).
Sample.
Everytime you listen to something, analise the sound, and try to find
interesting bits to sample and use in your tunes.
Gather samples (from internet, sample CDs, own sampling...) and build a
library with QUALITY stuff (you can't do a good track with shit samples..
well, you can, but if the samples are good the track will be better!).

Get to learn what's MIDI and this stuff. If you have friends which are
already producing, spend time with them in their studios, to get an idea on
how they put a track together.

Save money. Even if you want to use only a computer using audiowarez, you'll
need proper monitoring to achive a good, balanced, sound. Also a good
soundcard will be needed.

The most important things are.. be critic with yourself (listen to other
people's opinion...), and be persistent (releasing your first tune might be
a matter of years..., don't loose faith).

My last tip: Experiment and be original...
