Hi Get a fairly decent PC ( Pentium 3 800, Windows 98, USB ports and 128MB RAM at least and the biggest monitor you can get - 750), get an M Audio Delta Audiophile soundcard (179) fitted, get a copy of REASON software (whole studio in a software package - 250) and buy a midi controller keyboard (Evolution USB with controller knobs - 100) - speak to your local music shop for a start up package and then shop around for a good price - shouldn't cost you more than 1300 (if that sounds like a lot of money - rest assured you won't stop spending once thats gone, he, he, theres always something else to buy). Just plug it all into your amp and speakers via the soundcard audio outputs.
Trawl the internet for samples you need to complement the synths and drum machines in Reason and try to get an audio editor programme as soon as possible (eg Cool Edit Pro, Wave Surgeon, Soundforge, Wavelab etc to edit your samples and transform them using the effects etc).
