Your me feed groups setting specifies the newsgroups in which dnews will
accept incoming articles from upstream
servers.
The rest of the site entry groups settings in newsfeeds.conf control
which newsgroups are sent
by DNews to downstream sites.
If you have a sucking feed then you can specify the newsgroups you want
it to suck in your nntp_feeder line in dnews.conf.
e.g.
nntp_feeder upstream.site.ip comp.*
Then that sucking feed would only fetch articles in the comp.*
hierachy. Also DNews will not suck newsgroups that have been
specifically
blocked by your 'me feed' groups setting as those articles would get
rejected anyway.
With ihave feeds the upstream site controls what newsgroups they send
articles for. So in that case you need to tell them what you want them
to send.

Yes but your entire site entry should look something like this.
site $nntp_feeder
groups comp.*
builtin
posting
onlyposts
That way only locally posted articles will be sent back upstream. If
you don't use the onlyposts or an appropriate
exclude setting then the articles sucked by your sucking feed will be
sent back to the upstream site and get rejected
as duplicates.
