Yes there are settings but it depends on what type of feed you have, and 
throttling feeds is a fairly
random way of reducing bandwidth use as it will result in missed items. 
It's usually better to
block a large group completely as loosing parts of multi part messages 
makes them all useless,
use tellnews showgroups to see the high volume groups.

Anyway the main setting you want goes in dnews.conf
         max_speed 100000

That would limit all incoming connections to 100K bytes per second.

However you would have to disable thread input
         thread_in false
