ME feed is a 'fake' feed that must appear as the first entry in newsfeeds.conf,

site outgoing.news.feed

It isn't an outgoing feed, it's really the incoming feed, and by having an
entry
in newsfeeds.conf you can use any of the 'newsfeeds' filtering mechanisms
on your incoming news so for example you can limit the size of incoming
messages or send them through a spam filter rule file.
