Yes, create users with usergroups, lets say user 'bob' is a member of the
usergroup 'admin'
In access.conf
*:read:$lookup$:$lookup$:*
*:post:$lookup$:$lookup$:*,!admin.banned
*:read,post:,groups=admin.banned::*:addonly
