The purge command makes dnews forget about deleted groups it once had, and therefore it no longer keeps any information on article numbering.
There is no built-in method to change article numbering in the way you describe, as doing so confuses clients. You're in a somewhat unusual situation of the reverse being true. Unfortunately the protocol doesn't allow us to notify clients that the article numbering has been changed and have them automatically update their numbering to compensate. Article renumbering as a result of deletion or server failure, will usually require resetting clients. As for manually changing the numbering... I don't recommend it. The xover files do contain article numbering, but a record of article numbering is kept in active.dat.
