You can use rule-based filtering.

The reasons for rejection are hidden from users to prevent discovery of the rules. You can add to dnews.conf -
spam_test true
to have the reject reasons displayed to users.
Modifying messages to remove attachments is not possible. Only message headers should ever be altered by news servers, and even then some restrictions should apply.
