The hist_max method is similar to that used by other NNTP servers and works well for most systems. Clients rarely use message IDs to obtain messages, and servers only use this to determine if it should accept messages offered from other feeds. Once propagation of a message stops, usually within hours of it being posted, there usually isn't any need for this information.
For technical reasons there is no plan to attempt to lift this limit in DNews. The biggest issue is that there is no portable way to increase this limit without either degrading performance or using platform specific extensions on both a per-OS and per-architecture basis. The solution for Windows would be different for that of Linux, and Solaris x86 different from Solaris SPARC.

This will reduce the history size to the specified limit on each expire. You will still be able to access old messages by article number, but message ID lookups will only function for new items (Usually for a few days, depending on the size of your spool and feed).
