Rather than dividing the list between developers and users, it would be better to divide them betwen technical and nontechnical.
Users are in an intimate relationship with developers (they eat the dogfood, so to speak) and they deserve to remain in communication. But there are many legitimate topics that need discussion but are not technical in nature, such as the logo wars.
