  It obviously does, because that is one of the reasons distributions have to
equip their kernels with initramfs: they are needed on machines that would 
otherwise
fail to boot due to the fact they will be unable to mount / on boot.

  If you still think that is not the case, please:

        «  If you disagree, kindly point out what other method is available
        that allows a kernel to lawfully feed a controller a
        [proprietary] firmware before mounting the root FS.»
