Definitive but with a possible mess. A new eth1 could be created by
the kernel in the same time eth0 is renamed to eth1 by Udev. The race

AFAIK you can use any name you like in
/etc/udev/rules.d/70-persistent-net.rules (provided they don't
conflict). E.G. nic0, nic1, etc. Which would avoid conflicts and provide
definitive names.
