I think you got a non-devuanized util-linux from ascii-security. That
package has been replaced. You should be able to get the right one with the
following commands.

apt-get install util-linux=2.29.2-1+devuan2.1
util-linux-2.29.2-1+devuan2.1 is the version I'm already currently
