Yellow ("exceptionally reserved") code elements used for ccTLDs
are also considered 'valid'.

The ISO 3166 is not documenting TLDs but something different:
ISO 3166 is the International Standard for country codes and
codes for their subdivisions. The purpose of ISO 3166 is to
establish internationally recognised codes for the
representation of names of countries, territories or areas of
geographical interest, and their subdivisions.

The authoritatively list of TLDs is of course the rootzone file du jour. Using
somethings else is likely to be in error.
