Unless QUIC and DTLS change a whole lot, that's true. And while we can't say anything definitive about the future, this remains a documented (RFC 7983) and useful property to maintain. So I have every reason to believe that it will stay that way. So 853 seems perfectly fine. (It's almost as though the authors carefully considered these points already.
