Yes, wether the standard way is a protocol stricto sensu or "just" a schema + format (over the DNS or over Netconf). But it needs to be standard, that's why we need a RFC. (Otherwise, we already have four proprietary protocols to do that job.) So, it is not purely "operations" but it does not involve any change in the DNS protocol (even if we adopt ISC "metazones").
