I think similar work is being undertaken in APNIC which I'm sure George
may be able to comment on.

APNIC started their lame delegation trial some years ago (back when I used to show up for APNIC meetings, even); I believe all that stuff has been in production for quite a while, now.

I think the fact that policies can and do exist to encourage reverse
delegations should be mentioned in this draft.

I think the actions of a registry in detecting and acting upon lame delegations from the zones under their stewardship are relevant to the whole DNS, and not just to do with the in-addr.arpa or ip6.arpa domains. As such, if the issues are to be documented, I'd prefer to see them described in a separate draft.
