I can well imagine a machine doing a reverse lookup on a proposed
address and not proceeding with that address if it doesn't get a
NXDOMAIN.

        NODATA -> unsafe
        NXDOMAIN -> may be safe

The problem is that we don't know what changing the status quo will
do.  We have to be very cautious about doing that.
