From:
AS112 Servers do not respond to AXFR (QTYPE=252) or IXFR (QTYPE=251)
requests.
To:
AS112 Servers respond to AXFR (QTYPE=252) or IXFR (QTYPE=251) with
RCODE=REFUSED.
But I am not sure if the existing is just an explanation of what is defined
elsewhere or whether it is setting the "standard." I'd discourage any attempt
to define "no response" as the default response to any query in DNS. (I'm fine
with so-called rate-limit-caused no responses, but not blanket no responses.)
