Well, I agree: you should be able to say "publish this list" and have it
be the entire set.  But others have indicated (in random conversations)
they want to be able to distinctly say do this or that.  I suspect that
it would be fine to bulk-publish a list for most people, however.

But the one caveat is that if we end up adding a hold-down time, and you
want to make another (but different) change half way through the
hold-down time then your only choice is to restart entirely or wait.
But it depends on what the hold down is watching too.

The real requirement could probably be better worded to indicate some
sort of independence between add/remove operations.
