That assertion is quite wrong on both process and technical grounds

Process:

There is certainly a long history of very strong resistance from a core group of DNS advocates in the IETF; and yes, there is an IAB report that doesn't like TXT usage.

But there is also a long history of other folk adding DNS usage in spite of that.

     So a casual claim of "IETF consensus" is simply false.

Technical:

The use of underscore-based naming variations has provided an easy, efficient and safe means of eliminating TXT usage ambiguity. By way of examples, note the SRV record and DKIM, but there are others.
