This is, honestly, what I'd have expected the "IETF leadership" (IESG, IAB...) to say: this new protocol would have a significant impact on how the Internet works, there are conflicting views in different parts of the IETF community and a lot of non-technical concerns outside of it, please work on it until everyone is happy. But possibly I don't understand how the IETF works yet.
