This wouldn’t have solved the problem. Remember that the driving concern behind the .onion standardization effort was that they needed a stable allocation from IANA so that they could continue to get PKI certs signed. I know that nobody wants to be in the business of vetting proposed names for allocation, but there is no way around this.
